Although I understand why you are reading the movie that way, the real irony is in your interpretation of the movie. It is a simple story about a peasant uprising against the feudal oppressors. Nothing more basic and socialist than that.
Oddly, wikipedia says that this is also a co-production with a Japanese company, who did the rudimentary special effects for the film. Who woulda thought!

The irony (11 minutes in, so far) is that it's basically a metaphor for the North Koreans getting raped by their socialist rulers.
As far as B-movies go, it's got South Korea's Yonggary beat by a mile. That's right, you heard me. I'm praising the North at the expense of the South.
Well, it was directed by Shin Sang-ok, A South Korean director kidnapped to North Korea to make movies.
